SERIES CONCEPT
Admitting Workers interview departmental private and personal Private
applicants for admission to a University hospital, or interview
applicants for subsidized medical care in the Outpatient Clinic of a
University hospital; determine eligibility and assign pay rates for
patients accepted for care in the hospitals and clinics; make financial
arrangements for hospital and clinic patients; maintain records; and
perform other related duties as required. The Admitting Worker series
consists of four levels. Admitting Worker is the entry level; Senior
Admitting Worker is the operational level; Principal Admitting Worker is
the advanced operational or working supervisory level; and Admitting
Worker Supervisor is the full supervisory level.
CLASS CONCEPTS
Admitting Worker Supervisor
Under direction, incumbents supervise the work of Admitting Workers and
other clerical personnel, and coordinate the activities of the
hospital's admitting services with other hospital departments. This
class is distinguished from Principal Admitting Worker in that
incumbents have final responsibility for the full supervision of
hospital admitting functions such as planning and assignment of
duties, resolving difficult problems concerning financial arrangements.
for admission to the hospital, and recommending changes in policies and
procedures within their department.
Incumbents typically select and train Admitting Workers and other
clerical personnel; distribute work loads and review work of personnel;
schedule working hours; develop and modify admitting procedures; handle
problems of a difficult or non-routine nature, as well as complaints
from patients, physicians and relatives; accept reservations from
attending staff; assign beds to patients and maintain bed control;
interpret departmental policies and procedures to physicians, patients
and other departmental personnel; and recommend policy changes to
supervisors or Hospital Administration.
Principal Admitting Worker
Under general supervision, incumbents serve as working supervisors of
Admitting Workers and other clerical personnel; and assist in planning
and assigning duties, developing new procedures and coordinating
activities with other departments; or act at an advanced operational
level in dealing with patients who have particularly difficult
problems concerning eligibility, billing or financial arrangements;
who need resource development; and/or who require continuing support and
follow-up.
Typical examples of non-supervisory positions in hospitals or
out-patient clinics include: interpreting or resolving complex problems
involving third party payment and/or multiple billings from several
hospital sources; actively developing all possible sources of
financial assistance including Medi-cal, Crippled Children's Services,
other agencies, health insurance, research and other special hospital
funds; and providing close, continuing follow-up for patients who have
difficulty meeting their outpatient costs including coordination with
hospital Social Services and Accounts Receivable.
In hospitals, incumbents may assist in the control and supervision of
advance reservations and bed control for departmental and personal
private patients; work with resident house staff, private physicians,
nursing staff, hospital administration and outside agencies to resolve
difficult or non-routine problems regarding authorization of
admission/placement of patients; and perform the duties of Admitting
Worker Supervisors in their absence.
In outpatient clinics, incumbents may select and train personnel;
distribute work loads; schedule working hours; handle problems of a
difficult or non-routine nature, such as granting special ratings of
subsidized care or credit extension; develop and modify admitting
procedures on the basis of eligibility patterns; recommend policy
changes to Outpatient Clinics Administration; and coordinate the
activities of the Central Appointment Desk and the Clinics through the
Nursing Supervisor, Cashier's Desk, and the Hospital Administrator's
Office.
This class is distinguished from the class of Senior Admitting Worker in
that incumbents act as working supervisors; or resolve difficult
problems concerning eligibility, billing or financial arrangements; or
act as case workers for patients requiring resource development or
continuous support and follow up; and recommend changes in policy and
procedure.
Senior Admitting Worker
Under supervision, Senior Admitting Workers assigned to hospitals
estimate length of hospitalization from the doctor's diagnosis and
arrange for a deposit on the estimated cost of hospitalization; secure
necessary authorization for patients sponsored by private or public
agencies; recommend assignment of available teaching funds for
patients within established standards; and verify and evaluate insurance
benefits.
In outpatient clinics, incumbents verify insurance and make financial
arrangements for clinic patients, or obstetrical patients who are
going to be hospitalized; contact sponsoring private or public agencies
to obtain authorization of payment for clinic care; and may refer
ineligible applicants to other agencies.
This class is distinguished from Admitting Worker in that incumbents
perform at the operational level, and handle more complex assignments
involving in-patient care arrangements, third party sponsorships, or
insurance and credit work.
Admitting Worker
Under close supervision, incumbents interview applicants for subsidized
outpatient and inpatient care, and explain the basis for availability
of such care; obtain specified personal and financial data, and
physician or agency by whom referred; determine, in accordance with
prescribed standards, the eligibility of applicants for clinic care on
the basis of financial status, possible duration of illness, probable
expense involved, and teaching value as indicated by the examining
physician; assign pay rates for accepted patients in accordance with
patient's ability to pay; determine the period of time such rates will
be effective, and at that expiration date review the patient's financial
status for re-assignment or change in rate, or referral elsewhere.
This class is the entry level in the Admitting Worker series. Guidelines
exist for the performance of work, add there is review of the work
performed.
MINIMUM QUALIFICATIONS
Admitting Worker Supervisor
Graduation from high school or a General Education Diploma and four
years of clerical experience, including three years in a hospital
admitting department; or an equivalent combination of education and
experience; and knowledges and abilities essential to the successful
performance of the duties assigned to the position.
Principal Admitting Worker
Graduation from high school or a General Education Diploma and three
years of clerical experience, including two years in a hospital
admitting department; or an equivalent combination of education and
experience; and knowledges and abilities essential to the successful
performance of the duties assigned to the position.
Senior Admitting Worker
Graduation from high school or a General Education Diploma and two years
of clerical experience, including one year in a hospital admitting
department; or an equivalent combination of education and experience;
and knowledges and abilities essential to the successful performance of
the duties assigned to the position.
Admitting Worker
Graduation from high school or a General Education Diploma and one year
of general clerical experience; or an equivalent combination of
education and experience; and knowledges and abilities essential to the
successful performance of the duties assigned to the position.
