SERIES CONCEPT

Medical Record Administrators plan, direct and/or supervise the 
acquisition, analysis, storage and retrieval of medical and related 
information in a campus medical facility; and perform other related 
duties as required.

Incumbents typically design, initiate, and coordinate methods for 
collecting, analyzing, storing, retrieving and reporting patient medical 
information and statistics in accordance with the requirements of 
federal, state and local laws, the standards of accrediting and 
regulatory agencies, the data needs of physicians, researchers, students 
and administrators, and information requirements of patients, attorneys, 
insurance firms, and governmental agencies; plan and coordinate the 
development of medical information systems to insure effective 
maintenance and retrieval medical records; inspect records to insure 
completeness and internal consistency in quality control and data 
substantiating diagnosis and treatment; assist clinical staff in 
establishing criteria for the evaluation of patient care; maintain 
confidentiality of patient records in accordance with established legal 
requirements; maintain liaison with clinical and other users of medical 
records; assist clinical staff in research utilizing medical records; 
assist in defining and maintaining standards for medical record keeping; 
and may supervise other professional, technical and/or clerical 
personnel.

The Medical Record Administrator series consists of four levels with the 
distinction between levels based on the scope and complexity of the 
medical record keeping functions, and the degree of supervision 
exercised.

                        CLASS CONCEPTS

Principal Medical Record Administrator

Under general direction incumbents are responsible for directing a 
medical record program of campus-wide scope and impact in a large and 
complex campus medical facility.  Incumbents typically plan long-range 
goals and objectives and implement policies for their areas of 
functional responsibility; make commitments and decisions regarding 
policy and regulations which have campus-wide impact; maintain 
consistency in the acquisition, storage, retrieval and dissemination of 
medical information; formulate departmental budget requests and 
supervise all professional, technical and related clerical personnel in 
a campus-wide medical record keeping program.

Senior Medical Record Administrator

Under direction incumbents serve as principal assistants to Principal 
Medical Record Administrators in a large and complex campus medical 
facility or are responsible for directing a medical record program of 
limited scope and complexity in a campus medical facility.  Incumbents 
typically plan or assist in the planning of long-range goals and 
objectives and implement policies for their areas of functional 
responsibility; make commitments and decisions regarding policy and 
regulations which have campus-wide impact; and maintain consistency in 
the acquisition, storage, retrieval and dissemination of medical 
information.  Incumbents may formulate departmental budget requests and 
may supervise professional, technical and related clerical personnel in 
one or more areas of a campus-wide medical record keeping program.

Medical Record Administrator

Under general supervision incumbents perform difficult professional work 
in one or more areas of a medical record program.  Incumbents typically 
are responsible for developing and/or maintaining an effective system 
of patient medical records in one or more areas of a campus medical 
record program.  Incumbents may perform as functional specialists and may 
direct the work of lower level professional, technical and related 
clerical personnel.

Assistant Medical Record Administrator

Under supervision incumbents perform routine professional work in one or 
more areas of a medical record program.  Incumbents perform the majority 
of duties described in the Series Concept typically within established 
procedural guidelines and with limited authority to interpret and 
enforce University policies and regulations.  This is the entry level in 
the professional series, however, positions may be assigned to this 
level on a continuing basis.

                        MINIMUM QUALIFICATIONS

Principal Medical Record Administrator

Certification as a Registered Record Administrator by the American 
Medical Record Association or eligibility for examination for 
accreditation; and six years of experience in a medical record 
department of an approved hospital; or an equivalent combination of 
education and experience; and knowledges and abilities essential to the 
successful performance of the duties assigned to the position.

Senior Medical Record Administrator

Certification as a Registered Record Administrator by the American 
Medical Record Association or eligibility for examination for 
accreditation; and four years of experience in a medical record 
department of an approved hospital; or an equivalent combination of 
education and experience; and knowledges and abilities essential to the 
successful performance of the duties assigned to the position.

Medical Record Administrator

Certification as a Registered Record Administrator by the American 
Medical Record Association or eligibility for examination for 
accreditation; and two years of experience in a medical record 
department of an approved hospital; or an equivalent combination of 
education and experience; and knowledges and abilities essential to the 
successful performance of the duties assigned to the position.
